The president of the Colombian Association of Higher Education Institutions with Professional, Technological or University Technical Training – ACIET – and rector of the María Cano University Foundation, Hugo Alberto Valencia Porras, was present at the official act in which he settled before the Secretariat General of the Senate of the Republic the bill that seeks to give continuity to the creation of the Ministry of Science, Technology and Innovation, after ruling C-047 of 2021, the Constitutional Court declared Law 1951 of 2019 unenforceable, by which This portfolio of the National Government was created.

Minister Tito Crissien, who filed the project, accompanied by leaders from different academic, research and economic sectors of the country, highlighted the importance of the initiative whose main objective is “that the Ministry of Science, Technology and Innovation has a Law that complies with all constitutional and legal requirements and thus remedies the shortcomings found by the Constitutional Court ”.

In addition, the senior official said that for the country to be able to have a knowledge economy that allows growth, consolidation and development that favors research, analysis and support for innovation and entrepreneurship, it is necessary to have an entity that formulates the policy public of science, technology and innovation, which is direct responsibility of the work carried out by the ministry. In the same way, there will be a concerted work and with the different sectors of Colombia to establish strategies for the advancement of scientific knowledge; and help apply and develop new technologies in the fourth industrial revolution.

During the interventions it was clarified that, in accordance with the guidelines and commitments of the Presidency of the Republic of Colombia, the Ministry of Science will respect the austerity plan at all times, important for the reactivation of the country, so it does not include the creation of new positions , appointment or management for the allocation of new financial resources.
